Warrant Officer Vato Falman escorts General Hakuro back from his vacation and works in the investigation department under Lieutenant Hughes, as well as aiding Roy Mustang at Eastern Headquarters. After Hughes's untimely death, Falman begs Mustang to let him join the team, and after thinking it through Mustang allows him to transfer with him back to Central.
